Lookat your bike’s tires. Somewhere on them, you’ll find numbers along the lines of “700 x *Width* c”. For example, “700 x 23c”. 700 is the diameter, and the second number is the tire width. Sometimes the “c” will be written after the 700 instead of after the tire width (i.e. 700c x 23). Some manufacturers have chosen to write

TheETRTO size specification 37-622 indicates the width of 37 mm and the tire inner diameter of 622 mm. This dimension is clear and allows a precise classification of the rim size. The inch marking (e.g. 28 x 1.40) states the approximate outer diameter (28 inches) and the tire width (1.40 inches). Another inch marking is 28 x 1 5/8 x 1 3/8

Ascomments to the question state, in terms of wheel diameter alone, 29" and 700c monikers indicate the same rim diameter.Your bike, being Surly, should be able to fit just about anything in terms of wheel diameters and tire widths, up to 27.5"×3.0" (650C) and 29"×2.6" (700c).

Ogrevs. ECR 27.5 vs. ECR 29. I'll likely run 27.5x2.0 slicks with fenders and a 27.5+ for bikepacking. comparing all geo to my 2008 Karate Monkey, the ogre looks the most similar (near identical) with a 73deg HT vs the 72deg of the KM. the chainstays are one cm longer, but the wheelbase is the same.
Andas to the 27" vs. 700c question - you may have problems getting the brakes to work properly. Long reach brakes may be needed. You can only find this out by putting a pair of 700c wheels in the frame and seeing if your current brakes work. Going to 700c will change the geometry a bit. . 355 165 299 133 293 282 53 37
